विष्णु प्रसाद पौडेल एक नेपाली राजनीतिज्ञ र नेपाल कम्युनिष्ट पार्टी (एनसीपी) का वर्तमान महासचिव हुन्। उहाँ रुपन्देही क्षेत्र नं २ का वर्तमान सांसद हुनुहुन्छ।. 2017 को संसदीय चुनावमा उनले २२,००० मतको अन्तरले चुनाव जित्नुभयो 2013 मा सम्पन्न दोस्रो संविधानसभाको चुनावमा उनले रुपन्देही निर्वाचन क्षेत्र नं ४ बाट पूर्व प्रधानमन्त्री बाबुराम भट्टराईलाई हराए ।
पौडेल नोभेम्बर २०१५ देखि १ अगस्त २०१६ मा केपी शर्मा ओलीको पहिलो प्रधानमन्त्रीमा वित्तमन्त्रीको रूपमा नियुक्त भए । उनले फेब्रुअरी २०११ देखि २ अगस्ट २०११ सम्म झालनाथ खनालको प्रधानमन्त्रीको अवधिमा रक्षामन्त्रीको जिम्मेवारी पाएका थिए। उनी पुष्प कमल दाहालको प्रधानमन्त्रीको नेतृत्वमा १ अगस्ट २००८ देखि २५ मे २००९ सम्म जलस्रोत मन्त्री थिए।मात्र ३७ वर्षको उमेरमा पौडेलले १२ मार्च १९९७ मा पूर्व प्रधानमन्त्री लोकेन्द्र बहादुर चन्दको मन्त्रिपरिषदको नेतृत्वमा युवा, खेलकुद र संस्कृति मन्त्रालयका लागि क्याबिनेट मन्त्रीको जिम्मेवारी पाएका थिए ।
बाल्यकाल
विष्णु प्रसाद पौडेलको जन्म देवीलाल पौडेल र देवकी पौडेलको २० नोभेम्बर १९५९ । मा स्याजा नेपालमा भएको थियो । उहाँ १९७८ मा राजनीतिमा सामेल हुनुभयो। नेपालमा पञ्चायती व्यवस्थाको क्रममा उनले जेलको समयमा सामना गर्नु परेको थियो। १९७७ मा, उनले एसएलसी परीक्षा उत्तीर्ण गरे र स्याजाबाट रुपन्देही बसाई प्राइमरी स्कूलको शिक्षकको रूपमा क्यारियर सुरु गर्न उनी कम्युनिष्ट कार्यकर्ताहरूबाट प्रभावित भए। उनले शिक्षण पेशाबाट राजीनामा गरे र १८ वर्षको उमेरमा कम्युनिष्ट पार्टीमा सामेल भए । पौडेलले भैरहवा जेल तोडेर जनआन्दोलनमा फर्किए।

बालुवाटार क्षेत्रको जग्गा हडताल सम्बन्धी छानबिन गर्ने शारदाप्रसाद तृतीलको नेतृत्वमा समितिले देशभर यस्तै छानबिन सिफारिस गरेपछि सरकारले देशभर जग्गा हडप भएका मुद्दाहरूको छानबिन गर्ने निर्णय गरेको छ।प्रधानमन्त्री केपी शर्मा ओलीको प्रेस सल्लाहकार कुंदन अर्यालले भने कि सरकारले देशभरका अन्य जग्गा हडप गर्ने मुद्दाको छानबिन गर्नेछ।ट्रायलको नेतृत्वमा रहेको कमेटीले बालुवाटार क्षेत्रका धेरै जग्गाको स्वामित्व हस्तान्तरण भनेको स्वर्गीय रुक्मा शमशेर राणाको परिवारका सदस्य र तिनका आफन्तहरूलाई अवैध बनाएको भन्दै ती स्थानान्तरणमा संलग्न सरकारी कर्मचारीहरू विरुद्ध कारबाहीको सिफारिश गरेको थियो।प्रतिवेदनमा भनिएको छ कि जग्गा भूमि हस्तान्तरणको क्रममा भूमिको सुधार मन्त्रालयभित्र व्यापक सुधार सुरु गर्नुपर्दछ।उक्त प्रतिवेदनले ल्याण्ड अफिसका थुप्रै कर्मचारीलाई संलग्न गरेको छ र जग्गा हडतालमा संलग्न भएको अनुसन्धान सिफारिस गरेको छ।प्रतिवेदनमा एमओएलआरएमका पूर्व सचिव छवीराज पन्त र नोट लिने काममा संलग्न अधिकारीहरूको आधारमा सीआईएए अनुसन्धान सिफारिस गरिएको छ जसको आधारमा नेपाल नेतृत्वको सरकारले उक्त निर्णय लिइसकेको हो किनभने ती अधिकारीहरूले आफ्नो शक्तिको दुरुपयोग गरेको जस्तो लाग्न पनि यसको छानबिनको माग पनि गरिएको छ। एलआरओका पूर्व प्रमुख डिल्लीबाजार कलाधर देउजा र अन्य जिम्मेवार कर्मचारीको भूमिका जसले नोट तयार पारे र एलआरओ, दिल्लबजारको १० 10२ र १०२25 को केस फाइल सम्बन्धी राय राखेका थिए किनकि यी फाइलहरु रेकर्डबाट हराइरहेको थियो।रुक्मा शमशेर र उनका आफन्तको नाममा जग्गा जमिन हस्तान्तरण सम्बन्धी फाईलहरूको निर्णय २ डिसेम्बर २०१० मा लिइएको थियो।कागजातमा हस्ताक्षर गर्ने केहि कर्मचारीहरू उनीहरूको नाम उल्लेख गर्दैनन् र केही कर्मचारीहरूको छोटो हस्ताक्षर उपस्थित पुस्तकमा राखिएको हस्ताक्षरसँग मेल खाँदैनन्।उक्त प्रतिवेदनले एलआरओका प्रमुख डिल्लीबाजार हरिकृष्ण तिम्सिनाको भूमिकाको छानबिन गर्न खोजेको छ जसले नेपाल नेतृत्वमा सरकारले १ 14 मे २०१० को निर्णयलाई कार्यान्वयन गर्ने क्रममा सरकार, सार्वजनिक र गुठी जग्गाको स्वामित्व हस्तान्तरण गर्न अनुमति दिएका थिए। आफ्नो शक्ति दुरुपयोग गरेको देखिन्छ।प्रतिवेदनले सीआईएएले १RO मे २०० 2005 को एलआरओ निर्णयमा संलग्न भएको एलआरओ, डिल्लीबाजार अधिकारी टीकाराम घिमिरे, हुपेन्द्र मणि केसी, सर्वेक्षण अधिकारी मोहम्मद साबिर हुसेन, श्रीहरी पुडासैनी, दोस्रो श्रेणीका गैरराजपत्रित अधिकारी श्याम कुमार क्षेत्रीलाई कारबाही गर्न भनिएको छ। १ May मे २०० 2005 जसले व्यक्तिहरूको नाममा हटाइएको जग्गा दर्ता गर्न अनुमति दियो, जसले शक्तिको दुरुपयोग गठन गर्यो।समरजंग कम्पनीका पूर्व प्रमुख अर्जुन प्रसाद भण्डारी, चिरञ्जीवी अधिकारी, लोखारी घिमिरे, र रमेशकुमार पोखरेललाई पनि सीआईएले कारबाही गर्न सिफारिस गरिएको छ किनभने उनीहरूले सार्वजनिक भूमि जोगाउँदैनन् वा सूचनाको अभिलेख अपडेट गर्दैनन् र भू-माफियालाई सहयोग पुर्याउने तथ्यलाई लुकाउन खोज्छन्। ।शोभा कांत ढकाल र राम कुमार सुवेदीलाई एलआरओ, डिल्लीबाजारका कर्मचारीलाई सरकारी, सार्वजनिक र गुठीको जग्गा उनीहरूका परिवारका सदस्य र अन्य व्यक्तिको नाममा दर्ता गराउन प्रभावित गर्ने विरुद्ध पनि सीआईबी अनुसन्धान सिफारिस गरिएको छ।"ती भूमाफियाहरूले देशका अन्य भागहरूमा पनि जग्गा कब्जा गरेको हुनसक्दछ," त्रितालको नेतृत्वमा रहेको कमिटीले भने।छोटकरीमा, उक्त रिपोर्टले १ 1990 1990 ० पछि कार्यालय, डिल्लीबाजारको कार्यालयमा काम गर्ने अधिकारी र कर्मचारीहरूको छानबिन गर्न भनिएको छ।समितिका निष्कर्षहरूले मुख्य मन्त्रीले प्रस्तावको कानुनी मान्यतालाई मूल्या without्कन नगरी मन्त्रिपरिषद्को बैठकमा मन्त्रिपरिषद्को प्रस्ताव अघि सारेको आरोप लगायो।यसले यो पनि भन्छ कि MoLRM ले निर्धारित भूमि अधिक भूमि थियो कि थिएन भनेर निर्धारित गरेन।यसले थप भन्छ कि LRO, MoL-RM, भूमिसुधार व्यवस्थापन विभाग र सर्वेक्षण कार्यालयले उनीहरूको मातहत कार्यालयहरूको कामको अनुगमन र पर्यवेक्षण गर्न असफल भयो।यसले अधीनस्थ कार्यालयहरूले सरकारी, सार्वजनिक र गुठी जग्गाको रेकर्ड राखेको छ वा छैन भनेर अनुगमन गर्न नसकेकोमा MoLRM मा औंला औंल्याएको छ।२००१ मा जग्गा कब्जा गरेको छानबिनका लागि उजुरी दर्ता गरिएको थियो तर ती उजुरीहरूमा कुनै कारबाही भएन।
Almost two years after Nepal claimed ODI status for the first time in their history at the 2018 World Cup Qualifier, they are set to host their maiden home ODIs at the Tribhuvan University Ground outside Kathmandu. Oman and the United States will be the supporting cast at the six-game tri-series; the fifth such trilateral series in the inaugural Cricket World Cup League 2. And the first to feature Nepal, who will make their debut in the competition against Oman in front of what is almost certain to be a capacity home crowd.
The format
Effectively replacing the World Cricket League Championship, CWC League 2 constitutes the second tier of the revised qualification structure for the 2023 World Cup. It features seven of the eight Associates that currently enjoy ODI Status - WCL Championship title-holders, the Netherlands, having earned a spot in the top-tier CWC Super League.
Nepal earned their League 2 berth at the 2018 World Cup Qualifier in Zimbabwe together with Scotland and the United Arab Emirates. On the other hand, Oman and the United States won their places at the final World Cricket League Division 2 at Windhoek in April 2019 along with PNG and Namibia. Each of the seven sides play 36 ODIs over the course of the competition, spread across a total of 21 six-match tri-lateral series, of which this is the 5th. Every team will thus play three series at home and six abroad over the course of the league, giving a total of 12 home matches, 12 'away' matches and 12 played on neutral ground.
What's at stake
The end goal for every team on the qualification ladder is of course a berth at the 2023 World Cup in India. For the sides that eventually finish in the top three of League 2 that path is somewhat easier, as they will progress directly to the ten-team World Cup Qualifier, joining the bottom five sides from the Super League and two additional qualifiers to compete for the two available qualifying spots. The bottom four sides will have a second chance to make the qualifier, with two berths on offer at the six-team qualifier playoff, which will see the winners of each of the two Challenge League groups take on the bottom four sides from League 2.
With the World Cup itself still set to persist with the same regrettably exclusionary 10-team format as the previous edition, however, actual qualification for the game's pinnacle event is something of a long shot for most of the teams on the ladder. More immediately, a top three finish in this edition of League 2 guarantees participation for the next cycle, as well as ensuring those sides will retain their ODI status.
But perhaps the most significant prize on offer is the chance for the winner of League 2 to gain promotion to the CWC Super League next cycle by finishing above the 13th-placed team in the current edition at the World Cup Qualifier. Should the League 2 Champion place higher in the final rankings at the qualifier than the loser of the Super League, the two will swap places for the next cycle. This promotion/relegation provision likewise opens the possibility that a Full Member may be participating in the next League 2, should the Netherlands manage better than the wooden spoon. With at least 24 ODIs against full member opposition on offer, promotion to the next Super League is arguably a greater prize even than a World Cup berth.
The teams
Hosts Nepalmake their eagerly-awaited debut in the competition this series, having sat on the sidelines for four series as their rivals made the early running. Their opening match against Oman will be their first full ODI in over a year, with their most recent 50-over outing being a 2-1 series win in the UAE in January 2019.
It will also be their first ODI as a member in good standing of the ICC - as under the auspices of a reconstituted board CAN's three-year suspension was finally lifted last year. The match also will be their first under new skipper Gyanendra Malla, who took over from the long-serving Paras Khadka in October, and likely their last under coach Umesh Patwal, who is set to step down after the series.
With Nepali cricket in general in a state of transition, if not upheaval, it is unsurprising that the side rather reflects this instability. Malla himself has struggled for form since taking the captaincy, and Khadka remains the rock on which the fragile edifice of Nepal's batting is constructed.
His fellow veterans Sherad Vesawkar and 'keeper Binod Bhandari have never matched his consistency, and young Rohit Paudel remains an exciting but unfinished prospect. The lower order pace department is also weakened by the absence of newly-wed Sompal Kami, who is sidelined with a back injury, leaving Karan KC to head an otherwise inexperienced seam attack.
The spin section remains Nepal's greatest asset, with Sandeep Lamichhane ducking out of BBL duty to rejoin the national side alongside the left arm trio of Lalit Rajbanshi, Sushan Bhari and Kushal Malla. While up against a USA side that has shown no sign of shaking off their egregious vulnerability to slow bowling, the hosts can be reasonably confident of giving the home crowd something to cheer for. Even though whether their spin threat would be enough against Oman is a rather different question.
Oman arrive in Kathmandu as a formidable side, if not billed heavy favourites. Despite currently sitting in fourth place on the table, Zeeshan Maqsood's side retain two games in hand over current leaders, USA. Incidentally, their last home series was cut short following thedeath of Sultan Qaboos bin Said, and they may sense a chance to leapfrog the Americans.
Even though conditions may conspire against the Red Brigade's greatest asset, namely the formidable pace battery, spearheaded by left-armer Bilal Khan, the slow-bowling contingent is more than competent, and conveniently packed with genuine all-rounders, lending the side a degree of flexibility and depth.
Khawar Ali and Maqsood himself would likely hold their places in the side on the strength of either batting or bowling, allowing the option to bring in an extra spinner should conditions dictate. Oman's batting line-up also boasts a greater depth than their hosts, and a better recent record against slow bowling than their American rivals. Though opener Jatinder Singh and number four Aqib Ilyas are both enjoying an especially fine run of form, recent matches have seen significant contributions throughout the batting order, with Oman generally fielding genuinely capable bats as far down as Sandeep Goud or 'keeper Suraj Kumar at eight.
USA are currently sitting pretty on the top of the league table, three points clear of Scotland and would hope to continue their run as table toppers. They enter 2020 on a buoyant note, having won three of their four matches in their most recent tri-series against the UAE and Scotland last year to go six wins from eight in the league.
Despite the top-order having looked vulnerable to quality spin, the presence of capable all-rounders in the lower order means the USA have been able to counter-attack on occasion and enjoy plenty of variety of bowling options at their disposal. Traditionally, USA like to bat first and put up a competitive score on the board and count upon their slow bowlers to choke up the opposition thereafter.
They will rely heavily on their top 4 comprising Marshall, Taylor, Jones and Monank Patel to counter slow and abrasive pitches on offer in Kathmandu. Interestingly, USA opted for Ian Holland to open the innings with Marshall to ensure Monank Patel would counter the middle overs in their recent practice games in Mumbai, albeit without much success.

७७ पृष्ठ लामो सम्झौता पढ्दा थाहा भयो वास्तवमा देशको अस्तित्व र अस्मिता माथी अँच । स्वाधीन नेपालको ग’म्भीर अ’सहम’ति हुनुपर्ने
मुख्य बुदा सहित सहमतिको पुर्ण पाठ यहाँ प्रस्तुत गरिएको छ ।
हेर्नुहोस् यी १० मुख्य कारण एमसीसी रोकनू
मा
१.
अमेरिकाले नेपाललाई प्रदान गर्ने भनिएको सहयोग रकम कुन परियोजनाका लागि हो भन्ने
कुरा अमेरिकाले आफै छान्ने ।
२.
एमसीसी लागू भएपछि अमेरिकाको एमसीसी परिचालन बोर्डलाई नेपालले स्वायत्त अधिकार
सहित संबैधानिक मान्यता प्रदान गर्नुपर्ने ।
३. एमसीसी परियोजना संचालनमा नेपालले कुनै पनि चासो
राख्न नपाउने , कुनै
सोधपुछ नै गर्न नपाउने ।
४.
एमसीसी परियोजनाको बौद्धिक सम्पत्ति अमेरिकाको हुने ।
५.
रोजगारी पनि अमेरिका कै नागरिकले पाउने ।
६. एमसीसी परियोजना लागू भएका स्थानको जमिन, नदी , बन जेजे पर्छ सबै
नेपालका सम्बन्धित मन्त्रालयले अमेरिकाको नाममा बनाइदिनुपर्ने ।
७.
एमसीसी लागू भएको ठाउँमा अमेरिकाले आफ्नो परियोजनाको सुरक्षाका लागि अमेरिकी सेना
राख्ने ।
८. एमसीसी परियोजनामा आवश्यक सम्पुर्ण सामग्री सबै
अमेरिकाले नै किन्ने र नेपालले के किनेर लिएको भन्न पनि नपाउने ।
९.
अमेरिकाको परियोजनामा भारतको समर्थन अनिवार्य हुनुपर्ने ।

एमसीसी संग बाझिएका का’नुन
स्वत र’द्द
भइ अमेरिकाको का’नु’न लागू हुने ।
एउटा देशभक्त नेपाली भएर अब भन्नुस तपाई हामी
स्वाभिमानी
नेपाली ५५ अर्वको लागि देखको प्रतिष्ठा बेच्ने कि एनसिएलबाट ६४ अर्व कर झारेर आफै
यस्ता परियोजना निर्माण गर्ने ?
